Electrical safety is not about testing every item on the same date each year simply because the calendar says so. It is about having a sensible system that identifies risks, deals with faults promptly and shows that the school is taking reasonable steps to protect pupils, staff and visitors.
What electrical compliance means in a school
Schools have duties under the Electricity at Work Regulations 1989 to maintain electrical systems so far as reasonably practicable to prevent danger. This covers fixed installations, such as wiring and distribution boards, as well as portable appliances such as laptops, kettles, laminators, projectors and cleaning equipment.
Portable Appliance Testing, usually called PAT testing, is one part of that wider approach. A PAT test combines visual inspection with appropriate electrical tests to help identify equipment that is unsafe to use. It does not replace fixed-wire inspection, everyday care by staff or a clear process for reporting damage.
There is no single legal rule saying every appliance must receive a PAT test annually. The right frequency depends on the equipment, where it is used and how likely it is to suffer damage. A desktop monitor in a supervised office will usually present a different risk from a frequently moved extension lead in a busy classroom, technology room or hall.
For maintained schools, academy trusts and independent schools alike, internal policies, insurer requirements and local authority arrangements may set additional expectations. The safest approach is to understand those requirements, document the school’s own risk-based plan and apply it consistently.
Start with a clear equipment register
A reliable register makes compliance manageable. It should identify the item, its location, a unique asset or test number, its condition or test result, and the date it was checked. Where equipment moves regularly between rooms, record the responsible department or usual location rather than relying on a room number that may quickly become outdated.
The register should include school-owned portable appliances and should also address equipment brought in by staff, contractors or hirers. This does not mean every personal phone charger needs to be treated in exactly the same way. It means the school needs a sensible policy: for example, limiting personal electrical items, requiring approval before higher-risk equipment is used, and checking any items supplied by external groups for events.
Good records are useful when an auditor, insurer or trust asks for evidence, but their everyday value is greater. They make it easier to find failed items, plan retesting, replace ageing equipment and avoid paying to inspect appliances that have already been disposed of.
Do not overlook the high-turnover items
Some of the most commonly missed equipment is also the most likely to be handled, moved or damaged. This includes extension leads, multiway adaptors, laptop chargers, portable fans, classroom visualisers, glue guns, vacuum cleaners, catering appliances and equipment used by site teams.
A practical testing visit should also account for equipment in cupboards, staff rooms, halls, libraries, workshops and temporary classrooms. Asking departments in advance to make equipment accessible avoids delays and reduces the chance of items being missed.
Use risk to set test intervals
A risk-based schedule is more useful than a blanket annual test. Consider the type of appliance, how often it is moved, who uses it, the environment and its previous condition. Equipment used by trained staff in a locked office may need less frequent formal testing than equipment exposed to movement, wear, moisture or public use.
For example, a bank of IT equipment that stays in place may primarily need regular visual checks and periodic formal inspection. By contrast, portable equipment used in practical subjects, cleaning stores, kitchens or school events often warrants closer attention. Extension leads deserve particular care because they are frequently pulled, overloaded, trapped in doors or left where cables can be damaged.
It is also worth reviewing intervals after a change in circumstances. A new classroom layout, refurbished area, increased use of tablets or a new after-school provider can alter the risk profile. A test schedule should be a working safety document, not a file that is only opened at renewal time.
Make visual checks part of normal school routines
Formal PAT testing is valuable, but staff are often the first people to spot damage. A short, clear reporting process gives them confidence to act before a fault causes harm.
Staff should know to remove equipment from use and report it if they see frayed cables, cracked plugs, loose sockets, scorch marks, exposed wires, overheating, unusual smells or damaged casings. They should not attempt repairs unless they are competent and authorised to do so.
School leaders can reinforce this through induction, departmental reminders and a simple rule: if an item looks damaged or behaves unusually, stop using it. Labelling failed equipment clearly and keeping it in a designated quarantine area prevents it being returned to service by mistake.
Plan PAT testing around the school day
The best compliance process should not interrupt lessons unnecessarily. Before booking, agree the scope of work, estimated appliance numbers, access arrangements and whether testing can take place outside normal hours. Evening, weekend or holiday appointments can be especially helpful for schools with busy classroom timetables.
A qualified tester should work methodically, label appliances clearly and provide a record of pass and fail results. Branded labels can help staff see at a glance whether an item has been inspected, but they are not a substitute for the report behind them. The report is where the school can demonstrate what was tested, identify failed items and track remedial action.
Where an item fails, the decision is not always to replace it. A damaged detachable lead may be replaced where appropriate, while an older appliance with repeated faults may be better removed from service. The right choice depends on the fault, repair cost, age of the equipment and whether a competent repair is available.

Keep fixed electrical systems in the picture
PAT testing is not a fixed-wire inspection. Fixed installation work concerns the building’s electrical infrastructure, including circuits, consumer units, sockets and lighting. Schools should ensure these inspections are arranged at suitable intervals by a competent electrician and that any observations are reviewed and acted upon.
The same applies to temporary electrical arrangements. Events, productions, fairs and contractor work can introduce extra leads, lighting and hired equipment. Someone should check that cables are routed safely, equipment is suitable for its environment and any supplier documentation is available before use.
A simple compliance routine that works
A manageable school process usually has four parts: maintain an equipment register, encourage routine visual checks, arrange risk-based formal inspection and testing, then keep reports and actions together. Assigning one named person to coordinate the records helps, but department heads and site staff should still understand their role in reporting faults and changes.
Avoid treating a passed label as a lifetime guarantee. Equipment can be damaged the day after it is tested, particularly in busy shared spaces. The strongest evidence of care is a school that tests appropriately, responds quickly to faults and can show a clear record of what happened.
