So, who needs portable appliance testing? In practice, most organisations that provide, own or control portable electrical equipment used by staff, customers, tenants or visitors should have a sensible inspection and testing process in place.

PAT testing is not a one-size-fits-all legal requirement with a fixed annual deadline for every appliance. It is, however, a practical way to meet the wider duty to keep electrical equipment safe. The right frequency and scope depend on the equipment, where it is used, who uses it and how likely it is to be damaged.

Who needs portable appliance testing?

Employers are the most obvious group. If your team uses electrical appliances at work, you are responsible for maintaining them in a safe condition. That applies whether you run a small office, a busy workshop, a retail unit or a larger multi-site organisation.

The same principle applies to anyone responsible for premises where portable appliances are supplied or used. This can include landlords, letting agents, schools, charities, healthcare practices, community venues, hospitality businesses and facilities managers.

The question is less about the size of your organisation and more about control. If you provide equipment, permit its use on your premises or manage a space where people may be exposed to electrical risks, you need a proportionate approach to electrical safety.

Visual checks can be more frequent, particularly for equipment that is moved, shared or used in demanding conditions.

Factors to consider include the type of appliance, its age and condition, the environment, whether it is used by trained staff, how often it is moved and the history of faults. A sensible schedule combines routine user checks with periodic inspection and testing by a competent person.

This approach is more useful than testing everything on the same date every year simply because it has always been done that way. It focuses time and budget where the risk is greatest while keeping your records clear and defensible.

When PAT testing is especially worthwhile

Testing is particularly helpful when you are moving into new premises, taking over responsibility for a site, preparing for an audit or reviewing insurance documentation. It is also a practical step after a refurbishment, flood, electrical incident or a period where equipment has been stored or transported.

It can also bring order to workplaces where staff have gradually added their own chargers, heaters, kitchen appliances and extension leads. Not all personally owned equipment needs to be banned, but it should be covered by a clear policy. If staff use it at work, you need to decide whether it can be inspected and tested or whether it should not be used on site.

Make electrical safety easy to manage

The best PAT testing arrangements are straightforward: an agreed visit time, qualified testing, clear labels and jargon-free reports that show exactly what has passed, failed or needs attention.
